Job Description

Nature of Work

This position serves as the Director of the Public Health Sanitation Division within the Office of Environmental Health Services (OEHS). The Director leads a diverse group of highly trained regulatory staff and performs complex administrative and management work to implement and direct the statewide statutory, regulatory, and educational activities of the OEHS Environmental Sanitation Programs. These programs include:

  • Infectious Medical Waste (Storage, Transport, and Disposal)
  • On-site Wastewater (Design, Treatment, and Disposal)
  • Recreational Water Sanitation
  • Housing
  • General Sanitation
  • Institutional Sanitation
  • Food Safety
  • Bottled Water
  • Sanitarian Training
  • Tattoo and Body Piercing Studios

Key responsibilities include:

  • Establishing goals, objectives, priorities, and approving plans of operation for the programs listed above
  • Leading and overseeing the programmatic administrative functions of the division, including:
  • Setting program goals
  • Monitoring program activities and service delivery
  • Managing personnel matters
  • Reviewing work of subordinate staff
  • Delegating tasks
  • Conducting staff meetings
  • Reviewing time and activity reports
  • Interviewing and selecting job candidates
  • Authorizing the purchase of equipment and supplies

Additional duties include:

  • Serving as a member of the Bureau for Public Health Incident Command System (ICS)
  • Participating in Office Leadership efforts to resolve OEHS-related issues
  • Representing OEHS before various legislative committees
  • Providing oversight and approval for proposed rule or statute changes
  • Supporting collaborative efforts among environmental agencies and local health department environmental programs
  • Reviewing and approving annual environmental program plans for 49 Local Health Departments (LHDs)
  • Reviewing LHD Environmental Health quarterly reports
  • Coordinating performance audits of LHD environmental programs
  • Chairing the Environmental Health Liaison Committee, comprised of state and local environmental health professionals and other public health officials
  • Serving on various committees and workgroups related to environmental and public health initiatives
  • Attending meetings, seminars, and symposiums to maintain knowledge of technical, scientific, and professional advancements

Location: Kanawha County

Minimum Qualifications

Training: Master's degree from an accredited college or university.

OR

Substitution: Additional experience as described below may substitute for the required training at a rate of one (1) year of experience for every fifteen (15) semester hours of graduate training and/or every thirty (30) semester hours of the undergraduate training.

AND

Experience: Five (5) years of full-time or equivalent part-time paid experience related to the specialty area, two (2) years of which must have been in a supervisory, administrative or professional capacity.
