Major Duties

  • Leading all actions related to acquisition planning, solicitation, evaluation, negotiation, contract award, contract administration, and contract management functions.
  • Serving as a senior level warranted Contracting Officer.
  • Training and providing guidance to less experienced acquisition specialists.
  • Responsibility for contracts and/or agreements for Performance Based Logistics, Strategic Supplier Alliances, Supply Chain Alliances, and Long-Term Contracts (e.g., Corporate Contracts or Prime Vendor Contracts).
  • Coordinating with Program Managers to ensure contracts are performing as desired.
  • Exercising extensive in-depth knowledge of local, agency and federal acquisition regulations and statutory laws applicable to the overall acquisition process.
  • Assuring high quality decisions and actions during all phases of the acquisition process, including contract performance and administration for life cycle of corporate and long-term contracts.
  • Developing negotiation strategies and objectives, exercising prudent judgment, initiative, and resourcefulness.
  • Performing contracting officer reviews.
  • Providing briefings to leadership, when required.

Qualification Summary

To qualify for a Contract Specialist, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above. B. Contracting Officer Requirement: Must possess at least two years of experience in a contracting position. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting and Contracting Officer Requirements above, to qualify for the GS-12 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cutoff/ closing date of the announcement. Creditable specialized experience includes: Selecting appropriate contracting methods and contract types to plan and carrying out pre-award and/or post award procurement actions. Analyzing difficult contracting issues and identifying alternative courses of action; Modifying standard contracting procedures and terms to satisfy specialized requirements. Solving a variety of contracting problems including those requiring significant departures from previous approaches. Performing cost or price analysis including review of cost breakdowns to determine reasonableness. Managing pre-award and post-award contracts in accordance with Federal and agency contracting laws Using e-business systems and automated tools to promote standardization, efficiency, and transparency. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
